China moves up in Global Innovation Index for 9th consecutive year

  China climbs to 12th this year, up two notches from 14th in 2020, riding an upward momentum for the 9th consecutive year, according to the Global Innovation Index (GII) 2021 released by the World Intellectual Property Organization (WIPO) on September 20. The report speaks highly of China's progress and underscores the weight of government decisions and incentives in inspiring innovation.


  Since its debut in 2007, the GII has become one of the most recognized reports on innovation and intellectual property rights (IPRs) for its neutral standing. Detailing 81 indicators in seven categories, namely institutions, human capital and research, infrastructure, market sophistication, business sophistication, knowledge and technology outputs and creative outputs, the report systematically analyzes two aspects in innovation input and innovation output of 132 economies.


  Switzerland tops the list for the 11th consecutive year, followed by Sweden, the United States, the United Kingdom, and the Republic of Korea; China ranks 12th, sitting atop among the middle-income economies and ahead of several developed economies including Japan, Israel, Canada; The Republic of Korea has moved from 10th in 2020 to 5th this year with a clear upward trend; Turkey (41st), Vietnam (44th), India (46th) and other middle-income economies' rankings have soared in the past ten years, helping reshape the global innovation landscape.


  In terms of best technology clusters geography-wise, Tokyo-Yokohama (Japan), Shenzhen-Hong Kong-Guangzhou and metro areas of Beijing (China), Seoul (Republic of Korea) and San Jose-San Francisco (the U.S.) are the top 5. Shenzhen-Hong Kong-Guangzhou (2nd) remained unchanged this year compared to 2020. Beijing (3rd), Shanghai (8th), Nanjing (18th) and Hangzhou (21st) all move up in the rankings markedly.   Chinese and foreign experts interpreted the GII 2021 on September 24 at the Program of the Forum on Global Intellectual Property Protection and Innovation, as a part of the 2021 Zhongguancun (ZGC) Forum.

  Four key words including strong resilience, uneven development, rise in Asia, and IPRs' importance should be noted in the GII 2021. China's outstanding performance can be summarized from three aspects: first, China reaches 12th in the world from the vertical comparison with its innovative performance hitting a new high. Second, China remains the only middle-class economy in the top 15 from the horizontal comparison. Third, China leads the world in ten subsidiary indicators including the numbers of domestic patents, trademark applications, industrial designs and utility model patents, the proportion of trade, market size, industrial diversity and creative product exports in the total trade and the scores of Programme for International Student Assessment (PISA) scale in reading, mathematics and science. In addition, China is home to 19 advanced technology clusters with Shenzhen-Hong Kong-Guangzhou at 2nd and Beijing at 3rd.

  China has prominent performances according to the GII 2021, rising from 14th in 2020 to 12th in 2021 as the only middle-income country in the top 30 economies of this kind. Following this growth, China will soon jump into the top 10 list. Compared with other emerging economies, China, as the only country that is truly changing the global innovation landscape, has showed a strong growth trend.

  China has risen from 35th in 2013 to 12th in 2021, up 13 places in 8 years, among the participating economies. This year, China holds elite positions in several subsidiary indicators with continuous progress in the indicator of the proportion of IP incomes. What the GII 2021 tells us is, China should deepen the reform of the scientific and technological system and mechanism, improve the scientific and technological human capacity, enhance the construction of basic conditions for scientific and technological innovation, keep improving patent quality and strengthen IP management.
